Doppelblatt mit golden-schwarz gedrucktem Text mit Blindprägesiegel und den eigenhändigen Tintenunterschriften von Frick und Lammers. 1936 wurde Eigruber Gauleiter der illegalen NSDAP im Gau Oberösterreich, nach dem Anschluss im März 1938 Landeshauptmann, 1940 Reichsstatthalter und im November 1942 Reichsverteidigungskommissar des Gaus Oberdonau.
