Silber, teils emailliert und teils vergoldet. Rs. kyrillische Meistermarke "D.O." bzw. St. Petersburger Feingehaltspunze für "84" zolotniki. Schraubscheibe mit Kokoschnikkopfpunze, Gegenplatte mit kyrillischer Meistermarke "D. Osipov“. Emaille restauriert. Maße ca. 67 x 42 mm, Gewicht 38 g. Die Verleihung des silbernen Abzeichens erfolgte durch die Generalgouverneure an Beamte bis einschließlich der 7. Klasse.
